Tomini Tang white spot

I've had this tang in qt for 2 weeks now just for observation. 4 days ago I noticed some white cloudy area on his fin. It had not spread to any other areas nor are the 2 clowns showing any signs. The area has not spread in size either, though I did notice a small white spot on his body where this fin touches. Everyone is eating and there has been no behavioral change. Any ideas are welcomed. The third photo is the better one.

I would, if you haven't already, freshwater dip him for Flukes. If it's flukes, treat as recommend. Also possible is HLLE if flukes arent present. @Humblefish, @4FordFamily
