Is there a reason he would not be happy my water parameters are perfectHe doesn't look happy. Normally they would range over the whole tank - he is hiding. Curled tails don't mean much, puffers will close up their tails as they swim just using their pectoral fins sometimes, for example - they are not quite like normal fish.

Yes he eats and loves feeding time and a ton of places to hide. Other fish in the tank is snowflake eel. sailfin tang, and foxface but none have ever showed aggression. He as been in the tank for a week and half.Hmm... How long has he been in the tank? Is he eating?
What else is in the tank? Any aggressive fish (hard to imagine something attacking a spiky puffer though)? Any places to hide in rockwork etc?
Ya I don't think aggression is a problem here.
How long have you had him? Fish are freaked out for a couple weeks in a new tank. Remember he was plucked from ocean, held in crappy lfs and then moved to your tank so he is freakin out. But these fish are bold and I woukd imagine in a week or so he will be coming right up to when you come near tank.
Also hoe big is your tank. I have seen these in the wild and they look like a huge watermelon with fins
