I have a Mandarin that is about 3/4" long. I think she may have gas bubble disease. She was in a 40 gallon tank with an oversized filter that waterfalled in and created lots of bubbles. She has been moved to a 1.5 gallon aquarium with a small filter. She has been in there for 3 days and the skin bubbles appear the same size.. Any advice is appreciated. She is eating fine.

Looks like what is known as Gas bubble disease and often caused by either poor water quality or most commonly from A tank that has many micro-bubbles or pressurized air due to skimmer or other plumbing issues or even return pump in shallow level water. It starts at the gills and then enters the fish's bloodstream causing this.
I cant recommend a medication as this has to release on its own. If it does not, may lead to internal issues.
