I’ve had a small, inexplicable (to me) nutrient spike. Tested today and two weeks ago. NO4 is up from 6 to 8.5 and PO4 is up from .04 to .18. The NO4 just a hair above the normal rise but PO4 is a lot higher.
My question is, can blowing off my rocks with a turkey baster after not having done so in a couple months have caused this?

That could be a possibility, also could be a testing error, either way I wouldn't worry about it as neither is alarmingly high. I would test it again tomorrow and verify your readings.
