Am I Testing Chlorine Wrong?

Hi. I got the LaMotte Insta-Test Free & Total Chlorine test strips. I'm a bit confused if I'm reading the results right because my readings from the tap looks very similar to the readings after the DI. Am I reading the results wrong? I'm in NYC and they use chlorine.

After DI (the angle of the photo taken made this photo look brighter, but off camera, the results were very similar in color)

strips might've gone bad? double check the directions?
I've used those and gotten sensible readings on tap water - a little free chlorine, more total chlorine (chloramine).

By my eyes looks to be between 0 and .5
