Possibly ich, but I'd expect to see more on the fins. Could be that we're seeing mucous. That can also be a symptom of ich. Any tang in the powder/white face or cheek/Achilles group is infamous for ich.

If you takes some pictures in a couple days, the spots will be in different places if it's ich.

Flukes is possible too, I suppose. Prazi is fine to use in the display if you want.

These are mucus cones likely started with skin issue and associated with ich
Treatment in a separate tank will be coppersafe at 2.5 for a FULL 30 days at 80 deg and monitored with a reliable copper test kit such as Hanna brand and add aeration during treatment

IF you decide to treat your fish remember you will need to treat all of your fish and leave your tank fallow for 60-76 days (i.e. without fish)

unfortunately, I can't see the video - and the picture is too blue to say much about what it is - are there other symptoms?

Powder brown, powder blue, Achilles and hepatus blue-
Expect some issues with quarantine Highly recommended for these
