Does Velvet occur in fresh water fish?

Clamped fins aren't necessarily an indication of Velvet. As I understand it, it is a symptom of stress. I suppose Velvet is stressful and could lead to a fish demonstrating fin clamping.

More pictures in white light would be better to help you out.

How is the fish behaving? Heavy breathing? Spots? Swimming into water flow?

What are you tank's water parameters. It's very common for fancy goldfish to behave this way if the ammonia levels are too high. These guys/gals poop a lot.
