Low airstone is fine, just enough to keep the tank turned over. What are you feeding the rotifers with?
Make sure you have it dense enough in there, the fry should not have to swim far to get to a rotifer.
Level of green looks good- Maybe a bit less if that is not live phyto.
I co-cultured- (1L live phyto three times a day in to 2-4g of water). I over-added rotifers at the start, and they lasted my 50 fry for a week or more before I had to add more. They were multiplying faster than the fry could eat them.
Watch ammonia, although with live phyto I didn't have any measureable.
