I'm trying to ID what these are on my clown. They are only clustered in one spot and they are kinda puffy, but idk. Any thoughts?

Looks like mucus buildup which may be first stage of Brooklynella. You can give the fish a 5 minute freshwater dip in tap water the same temperature to offer temporary relief and also see if the buildup reduces.

Would you happen to know how fast that can effect them? I've had no issues with them and didn't add anything to the tank for two months. Then I added coral today and noticed that on him about 6 hours later.

Fast development like that can be a result of some minor injury. Perhaps your working on the tank startled it and it was injured? Brooklynella and other disease organisms grow over time, so that the lesion starts of small or indistinct and then grows larger over time.
