I've been cycling my new 10 gallon tank for about a month, i have been using Dr.Tims one and only and doing 10-20% water changes about every other week. i cannot seem to get the ammonia down its been constantly at 8ppm
Stop dosing anything. This cycling thing is automatic with adding ammonia, or some type of bacteria food and time. One month is quite a while longer than usual to still have high ammonia, especially with live rock ?

Water changes at your stage is a waste of salt mix. If the ammonia does not fall in a day or three, something is breaking down to ammonia in the tank.
