My answer would be to restructure your question and first answer yourself...
"How much more food can I instantly increase to my tank?"

That question is really what matters and helps you evaluate the change as bioload instead of a count of fish. A 2-3 tang is about half the bioload of a 4" tang, which is about half the bioload of 4" puffer. So here's my suggestion...

Evaluate the fish you currently have in the tank and the amount of increased feeding you plan to add. If it's more than 20-25% increase then IMO you definitely want to incrementally add the fish, stepping up at no more than 20-25% per 7-10 day period.
