What size are the holes?
Looks like there are 5 holes?, use 3 for a bean animal drain setup and other 2 for return lines.
Bean animal set up. The one I circled in blue is the main drain sized to be completely under water/full siphon. The one circled in yellow is the secondary with a U made of 2 90 elbows with a siphon break (hole drilled in pvc in the middle of the U which can be seen in the second picture. The last one circled in red is the emergency drain. The 2 on the outside are smaller diameter returns. Hope that helps. I need to clean my overflow lol!

That was my guess, Yes they are. They are only held in place by pressure of one another. I think they did that because of how low the water level would be in it, about a 1.5 inches below the top.No sure it is kind of an odd setup. Looks like the teeth were cut too low then an adjustable baffle installed to raise the water level back up? Is that clear acrylic adjustable?
Typically, your return lines would be smaller than the drain lines, but what I would do is use the two 1.5" bulkheads on the left in your picture as return lines and the 3 on the other side as the drain lines. The smallest one full siphon, middle Durso and 3rd emergency drain. Your water level inside the overflow will be set by the height of your Durso standpipe height.
Two 1.5" is way overkill for return lines but you can use reducer bushings in the bulkheads to reduce the plumbing down to your return pump size plumbing. You can't do anything about the bulkhead size.
