Does anyone know what will happen within your tank if your magnesium and calcium go over the ideal parameters

How will it effect the tank

I heard that magnesium does not matter if it goes above 1400 the threshold is just an optimal bench mark

Is this true
Same for calcium?

Thinking of running a test while my tank is empty with a tiny amount of corals

Until you have established corals for an extended time, you are unlikely to encounter any issues with these trace elements. If you do water changes regularly, you will have even fewer issues.

Once your corals begin to grow, calcium and alkalinity are likely to require more careful tracking. Prior to that, you are unlikely to experience levels that are too high unless you are unnecessarily dosing either calcium or sodium bicarb /carb. The salt mixes you will be using will on average provide reasonable concentrations.

Magnesium testing is often inaccurate but both calcium and magnesium low may be an indication of low salinity.

What is the salinity and how did you measure it?

Try the kits in some new salt water.
