Questionable Additions

When adding fish that are questionable to being reef safe, would it be better to add the fish first or get the majority of your corals established and then add the fish? I'm planning on predominately having soft corals.

The two primary concerns are a flame angel and possibly a Valentini Puffer. The flame it seems like the vast majority are ok with the exception of some occasional nipping and likewise a number of people have had success with the puffer but it all comes down to their personality.
