Readin 0 Po4 but having to cleak glass daily

So i've been struggling with my po4 level, because my salifert testkit has been reading 0 for a while now. I tested my second tank with the same test kit and it read Po4. Why can't i read the po4 in my first tank but i have to clean the glass daily ? My nitrates are between 5-10. I haven't had fish for 7 weeks because i had velvet. So what is the issue and how do i fix it ?

My other values are all fine:
KH 9.6
CA 460
MG 1400
No3 5-10
Po4 0.00 ?

My Lights are reefled 90 and run at 70 blue and 15 white

I have a skimmer but its turned off because i have no fish and struggle to keep po4 levels high enough

i know but i literally cleaned 30 minutes ago and it dirty again
Don't mean this to sound like a jab (it's not!)

Did you clean the outside of the tank too? I've scraped the glass and come back like what the heck only to realize I forgot to clean the finger smudges from the mammals oogling at the fishies

No i cleaned it afterwards scraping

To me this looks like a massive bacterial bloom. Is it a sort of whitish color? If you turn your skimmer on does the water quickly clear up from that cloudiness?
No when i scrape it, it's quite green. The skimmer doesn't do much. It foams for the first minutes and then stops
