I have an aquatop 24 gallon (31 including back filtration area) tank. What are some skimmers I could put in a 3 ¼ X 2 ¾ area?

That's an extremely small area to work with, at that point I think you'd be better off utilizing a hang on back option. The smallest skimmer I've seen was 3 1/2 by 3 1/2

Yeah a HOB would be the best and more efficient than any small skimmer you could squeeze in the rear compartment.

Get a small limewood skimmer. They are pretty good, but need maintenance (cleaned and new wood blocks) or else the performance degrades. These are as good as any RO or BakPak that you can get, IMO... most of them are not great. They made them for bio-cubes a decade ago.

Do water changes. On a tank under 40g no skimmera is needed and regular water changes will provide all the nutrient export needed.
