Timid Porcupine Puffer

I bought a 2” porcupine puffer a few weeks ago and he has been very timid. I quarantined with copper power for about 2 weeks and didn’t notice any signs of diseases. I moved him into my main dt and he has been hiding near my overflows and power heads on both sides of the tank. He’s eating what I hand feed him but isn’t very excited to eat. I’ve been feeding krill and shrimp. I tried clam, mysis, brine, and a carnivore blend but he’s not eating those.

I have a pair of tomato clowns that are somewhat aggressive but only stick to one area. They nipped at him once when he got too close to their rock but other than that they’ve been fine.

My parameters are:
pH-8.3
temp-77.5
amm-0
nitrate-15ppm
salinity 1.026

I may just be over-analyzing but if there’s something creating stress I want to fix it. Has anyone had a similar experience with puffers?
