Three weeks I don't think would be a problem at all with a power head running in there. Allot of people keep water constantly ready.

With a power head circulating it, it's fine. If it had just been sitting there going stagnant that would be another story and smell all together. lol

I change my water once a month but, always have the mixing drum going all month long. You never know when an emergency water change may be needed or you'll need to set up a QT tank quickly for a sick fish, coral or that unexpected purchase at the lfs.

I would agree - I sometimes have water going for a month or so with no ill affects. With the power head you should be fine
