are water changes necessary when your tank is in fallow?

Yep, you'll want to replenish all trace elements as well as reduce the nitrate that still is still rising from all of your inverts and other organisms.

+1. Regarding nitrate, you actually may want to test to make sure it doesn't drop too low without fish poop. Some people end up dosing nitrate to keep the corals growing.

I'd say it depends on your tank. If you rely upon water changes to replenish your supplements or you're battling high nitrates/phosphates, then by all means continue to do them. However, if you're dosing and water chemistry is remaining stable and nitrates/phosphates are low; why not use this opportunity to save some money on salt? ;)
