Update.
I am still fighting with this parasite, whatever it is, and may be more that one thing going on here!
In this picture I circled something on the tail and dorsal fin. At first I thought it was just the color/pigment of the fish. But now I don't think so. They are always there in the same spots and doesn't move around but now after some of the different treatments I have done, sometimes is larger than other times. But never totally gone. I finally got up the nerve to do a skin scrape of the area on the tail.

So far fish has been treated in copper for 30 days, levamisole, Fenbendazole and Formalin treatments according to the directions given above and nothing seems to get rid of it. At one point it was much smaller and looked like it was almost gone, but now it is getting bigger again. I don't know what else to do. Fish remains to be eating well and acting normal. Can anyone give me anymore advice on what to do?

I thought they were internal worms not external? Can they be both?
I've found roundworms everywhere on saltwater fish, under the skin, deep in the flesh, mouth, gills, etc. But yes, normally they are found within the gut as that is usually how they are transmitted, through eating other fish poop.
