I currently have a cheap hygger 1050 GPH powerhead aimed at the surface to help with cycling my new 20 gallon.... Is 1050GPH too high flow for this tank? If so, I will use it to mix salt.... that leads into my second question: What is the best affordable RODI system?

Flow is fine. As far as rodi, scour Facebook. They come up quite frequently around me for 50-75 (and I'd offer less to start). Bring a tds meter when you check it out to verify output. Make sure there are no leaks. Worst case you can get a new set of membranes/filters and resin for 50ish.

The flow is fine. The RO buddy is a good unit, one of the most inexpensive units available,
