I noticed this on my angler's leg last night. It doesn't seem to be bothering him at all.
It looks like 2 small holes (like a spider bite). I'm thinking that he got pinched by one of my big hermit crabs. He gets picked on by them, because he sits between a rock and the glass where the crabs walk back and forth. I've seen them pinch him before but never seen a scar.
