Sigh... now what?

Previously, I posted a picture of a reddish carpet like substance growing in a 5 gallon nano I put together for someone. As it turns out, it was Spirulina. The solution was a small HOB refugium which apparently is extracting the nutrients the Spirulina thrives on, no sight of the stuff since.

But now, there is something which looks like a cotton ball or a cocoon growing in different areas. Anyone know what this is and how to address it?
