Can't figure this out

This is covering a few rocks and the back wall for the last couple weeks. It's easily scrubbed off and breaks up if I mess with it. I've looked at a ton of posts but I can't find anything quite like it. Any insights on ID and remedy would be appreciated

NO3 and PO4 are bottomed out

It looks like a type of hair algae partially dead - but - also there are certain bacterial colonies that can form fronds.. I'm going to phone a friend @Lasse

Please give more details on how this 20G tank was set up for how long?
Skimmer?
Sump?
Refugium?
Livestock, including clean up crew.

40 breeder up for 9-10 months
skimmer and sump, but no fuge
2 clowns
1 Midas blenny
1 watchman goby
1 canary wrasse
2 tiger conchs
2 or 3 turbo snails
Probably 5-10 trochus/astrea snails
A few blue leg hermits
Cerith snails
