Clown fish laying on bottom and not eating, possible spots around face?

I have had this Black Storm Clown for over a year now. He was in my 20 gallon before I moved him over a month ago to current tank. I noticed today he was laying on the bottom of tank away from his partner and will not eat. Would lean to side then shoot up suddenly. All other fish look healthy and are eating in tank. I pulled him out and gave him a brief freshwater dip. He is more active now and did not notice anything come off of him while in bath. I noticed some spots or funny marks around face. Could this be anything or does this look normal? I have also noticed my cleaner shrimp doing a lot of cleaning of a few fish. Attaching pic of Anthias getting his teeth cleaned. Didn't know if that was a sign of parasites.

Tank is 75 gallon, fish only. Been cycled for 2 months and slowly added fish over time. No major fighting in tank.

Small Cleanup Crew
Cleaner Shrimp
Snowflake Clown
Diamond Goby
Coral Beauty
Dispar Anthias
Green Chromis
One Spot FoxFace (Juvenile)
Mimic Tang (Juvenile)
*I do not plan to keep the mimic when he matures due to tank size*


Water Parameters:

Ammonia: 0
Nitrite: 0
Nitrates: 10-20 PPM
Salinity: 1.025
PH: 8.0
KH: 10
Ca: 420

Any help or thoughts are greatly appreciated.

The mimic tang, he came from LFS and have never had an issue with fish from there. Should I treat entire tank and what would you recommend?

If it is velvet you have to remove all the fish and quarantine them in a separate tank with coppersafe. It sucks but its the only treatment.

This is Not velvet but rather ich and should be treated along with other tank occupants in a separate tank using coppersafe at level 2.25 for a full 30 days and monitored with a hanna brand copper test kit.
(do not interrupt this 30 day period) monitored by a reliable Copper Test kit such as Hanna Brand- No API brand. Also monitor Ammonia levels while in quarantine with a reliable test kit and add aeration during treatment using an air stone.
The display tank will have to be kept fishless (FALLOW) for 6-8 weeks to assure the existing parasites go through their life cycle without a host fish and die off and with occupants exposed, they too should go into quarantine
A quarantine tank can be as simple as a tank from a second hand store or a starter kit from Walmart which most of the needed essentials.

Do snails, hermits, and shrimp need to quarantine as well? I have 2 20 gallon tanks from freshwater that are cleaned. One long and one tall on a stand.

Just fill it up with tank water or new saltwater, If you have any used filter media you can put in your qt tank and it should cycle instantly. Don't put any rocks in there because the rocks will soak up all the copper. All you need is a hob filter, airstone, or a power head for oxygen and a tiny heater.

Make sure to test your qt tank parameters every day.

It really looks like ich to me - that is tough to diagnose on a mostly white fish, but given the way the spots look on the black area, I'd say ich.
