Please read through this as well as provide some white light photos and a 30 second video. Were the fish quarantined? When was last addition?

Can you post clear videos, especially of the puffer's mouth?
The puffer trying to eat, or at least following food can be a sign of overgrown teeth.
The angelfish not eating is something different though....

tonight im going to run another set of tests. All fish have been quarantined by myself for 30 days of copper and general cure. Last addition was the dussumieri tang during the tank swap.

The puffer's teeth are a bit long, but not so much as to impair feeding I think. The queen angel seems to really be pacing, swimming at a high speed around the tank, I can't account for that, sorry!

If the angel just has a behavioral issue, changing its environment might at least temporarily solve the issue, but it could also return. I've had a few fish that would "pace" like this, but they would stop and eat food normally when they were offered food.
