Help! What is wrong with my clownfish?

I had this Clownfish in my main tank. After I had lost a couple of other clowns I set up a QT tank but only after I already got this little guy. He has been in my Fluval Evo 13.5G tank for about 2 weeks. A couple of days ago he didn’t swim up to eat as he normally does and was hiding under my overpass I created with my live rock. After looking at him he was breathing rapidly. I since then moved him to my QT tank where I had another clown that I was QT before I placed in my main tank.

The video is pretty pixelated, tough to see much detail. The QT looks very new, what is the ammonia level and what test kit are you using?
Main tank

13.5 Gallon Fluval Evo
API test kit

PH-8.0
Ammonia - 0PPM
Nitrite - 0PPM
Nitrate - 0-5PPM

Hanna Checker
Calcium - 479PPM

Salinity - .0125

QT Tank 10 Gallon Tank
Hang on the back filter with just Filter pad
PVC Pipe for hiding spots (my healthy guy loves swimming through them)
Added Air Stone yesterday in case it was just an oxygen thing in my Main tank

API Test Kit

Ammonia - 0PPM

Salinity - .0126-.0127

The clown is definitely breathing too fast, but that is a broad symptom, and can be caused by a number of issues.
What are all the particles in the water?
Are there two clowns in the the QT?

Since the rapid breathing began before the fish was moved to the QT, I'd focus on disease issues. There are some disease issues that cause rapid breathing in clownfish, but which cannot be treated for (viral disease and coccidia). I would consider dosing the QT with coppersafe at 2.25 ppm - that will help if the issue is a protozoan gill parasite.

Yes - if this ends up being a contagious gill disease, any fish exposed to this one will require treatment.
