Can anyone id the green I believe bacteria. It is in my sand as well and it’s green and red.

As @kevgib67 said, this is clearly a fairly new tank. Just let things happen. That is just your rock coming to life! Honestly I would worry that your tuxedo urchin may not have enough to eat until you get some good algaea in there. You might want to substitute some nori secured to a rock with a rubber band.
