Because they are an aquarium and have worked with government to obtain permission. I am not sure what the issue is or are you just curious? Many entities that are educational or conservation and research accredited can sometimes obtain permits that you, as a private individual can not obtain.

Without citing any actual regulations, I know it's possible with the correct permits etc as public aquaria or research institutions etc.. heck I even knew a guy growing up who had an african lion as a pet with permits.

Why would trying to keep an illegal to obtain or own protected specimen that is likely going to be mishandled and put in a poor situation be “awesome”??

Well, assuming it is illegal, then obviously you shouldn't try and keep one against the law. I said awsome in the intent that, it's very cool that you would like to keep a reef shark, as they're very exotic, and interesting creatures to keep in a captive environment.

Edit: my apologies. I read the post as "is it illegal to own a black tip reef shark" :loudly-crying-face:

Besides presumably a mountain of permits and paperwork, zoos and aquariums apparently have a barter system for trading animals without exchanging cold hard cash, to avoid laws around buying endangered species:

Yep — if you know zoo curators or management you will hear all kinds of interesting stories like this, as well as the crazy stuff that comes in from law enforcement and individuals who realize they made a big mistake. “Hi, I have 2 baby black tips and 10 baby pacu that are outgrowing my 55, an you help me” or “I had no idea that elk got this big when we started feeding it”.
