Is the website under permanent maintenance??

I've been trying to use the website for months and I've either got a maintenance message or everything appears broken and there are no images? Is anyone else having this issue?

I just tried and got right on, weird your not able to access on different devices

I'm having the same issue getting site under maintenance, again on multiple devices and after clearing cache.
