Is it Cyanobacteria? Not uncommon in a new tank. Try increasing flow.
It often takes 3 or 4 months for a tank to stabilize, sometimes longer.
Are you testing for nitrates and phosphates? What is your water source?
There are chemical products that can help, but you have to find the root of the problem.

Hey, no offense but here is what you're doing wrong
"light on at 30% and about 5 hrs a day"

you dont need lights on when cycling. this is the main cause.

with that said, good luck and happy reefing buddy.

nitrate, ammonia and ph are within spec. however phosphate is about 0.28 now. i do 10% water change every 10 days

Turn the light on. The tank is cycled. What fixture are you using?
Start with at least 8 hrs a day.
You're not going to skip the ugly phases by not lighting the tank. New tanks are going to grow algae to some extent.
How big is the tank?
What are you using for filtration?
What's your water source?
Cyanobacteria grows in areas of lower flow.

Are you testing nitrate and pH with API kits? I would get salifert, hannas or RedSea kits. API kits are known for not being accurate

The green on the rocks looks like normal algae. The rocks will start to grow all kinds of things as they age. It's totally normal.
Yep. You're gonna go through much in the way of uglies until your tank matures. Just let it happen and keep up on your water changes and good husbandry. Eventually, as you introduce livestock, nitrifying bacteria will grow out to compensate and coat the surface area on your rocks and sand. After a time, said bacteria will outcompete thar which you do not want and then you're golden. You can minimize the ugly phase to some point by leaving lights off for a time, but at 7 weeks past cycle, it's time to turn them on IMO.
