Powder Blue - faded but healthy

Hi all,

I have a powder blue - treated - healthy eating ,disease-free and in the main tank,but just not as brilliant as I had hoped (now I know how my father felt).

He's a little over2 inches or so.... Is it because he's small? Needs Selcon? Or they don't color-up until later?
