Safe paint for stand?

The stand I had made and painted for my tank has some peeling paint and I want to get it redone. It's a 2 year old reef tank full of coral and fish. Do I need to worry about fumes, etc? The painter says oil based paint would be best but he could use latex otherwise. The issue seems to be with the primer, it will need to be sanded and reprimed too. It was originally painted before the tank was installed.

That's not happening. It's a fully stocked 240 gallon tank.

How bad is it peeling? For it to peel that soon it was either a junk paint job or it wasnt a water safe paint. Either way unless it is looking completely trashed what I would probably do personally peel off anything thats flaking off and then do some touch up painting (a thing of nail polish from the dollar store goes a long way).

It's peeling pretty bad in some spots, it needs to be redone. Clearly it was a bad job. The painter I just talked to thinks they didn't use the right primer. The paint is peeling away from the primer. What I'm calling a "stand" is a cabinet that was built to hold the tank. It's got 4 doors under the tank and is pretty big. It's 6 feet by 28 inches and about 3 feet high. I need it repainted with paint of the same color, which matches some other furniture in the room.
