I'm from the Gold Coast qld, and I'm considering seeing up a tank using a lot of naturally collected items - sand, rock and water to start with. I don't know if I can find or catch any life of note.

But before I even consider this, what are the laws around it? It's been pretty difficult to find clear guidance on the gov websites.

As you noticed, it isn't easy to find straight information on this. As a rule of thumb, I consider everything forbidden until I can find a government site that says otherwise.

Water is fine to collect without a license and I am pretty sure sand is too, as long as you don't take a truck load.
Fish need a license and the last time I checked anyone can get it online, jsut like a fishing license. Certain species and sizes are regulated.
Invertebrates and rocks require a collector's license, which is only viable for commercial purposes.

I've heard that you can prospect for live rock past a certain point off-shore. And it needs to be 1-3 meters deep where you take it from. It also obviously cannot be from a Marine Sanctuary or a protected area.

I don't know what happens in the Gulf but here on Long Island NY I could collect sea lions or killer whales if I wanted to. No one seems to know or care. I am going amphipod hunting now on the beach behind my house.

I used to have a Sea Urchin collection business where I would collect urchins using SCUBA. I went to the Dept of Environmental Conservation to get a license and the Woman said:
Whats a Sea Urchin?. So I figured I didn't need a license and collected hundreds of them. :beaming-face-with-smiling-eyes:
