Unfortunately this tail has been bitten off and is Not fin rot and may likely not grow back and result in loss. You have a culprit in the tank and one way to identify them is to set your cell phone on video mode for about 40 mins and drop a little food and walk away - YOU MUST walk away as they know youre there. Ugh, this looks like tail damage (from a tankmate?) that has gotten infected. Once the bone is exposed, it is very difficult to treat. You would need to move the fish to a treatment tank and dose with a broad spectrum gram negative antibiotic like Neoplex.Sorry I have a hard time getting good pictures. See attached.
