I just set up my first reactor (phosban 150) and have filled it with rowaphos and carbon. My understanding is that rowa needs a lot less flow than carbon, so do I err on the side of rowa or carbon?

The rowa is under the carbon and not being blown out, in fact I don't even see it tumbling right now.

You are OK.

Slow flow through a carbon bed is OK. The idea that you need to tumble carbon might come from the idea that it prevents bacteria biofilms from acting as a glue and sticking the carbon particles together. Just keep an eye on the flow through the reactor to make sure it is not becoming clogged. I measure the flow rate every so often to keep an eye on the clogging rate.
