They are known to have this kind of problem. My exp is that chromis that get this usually have a low chance of survivability.
Yes, definitely uroemia.This could also be the beginnings of Uronema marinum, which is super-common among green chromis. Not always easy, but can be done... Here's some info from @Humblefish on the disease and treatment:

Looks likes flukes or a bacterial infection. The apot seems odd for a bite, and i would guess that the goby would bother with a goby, but its possible. Any way to get a closer picture?
