We are in process of settling two seahorses (h. comes) in a 29G tank and are expecting a few macroalgae in the mail in a few days. no other residents except a singular snail.

What light setting should I set my Fluval Marine 3.0 to?

I used the Marine 3.0 when I first set up my tank. I had some macro algae, soft corals and a few LPS In a 32 Gallon Tank. I ran the blue at 80%, purple and cyan at 65%, red at 10% and whites at 10% as well. You can up the whites a tad if that looks more pleasing.

Oh that does look quite nice!

My water is a bit cloudy, we had to move the tank so I had to drain out quite a bit and got some dust up despite trying to be careful putting it back in.
