What is the BEST inexpensive LEDs light available?

Ok guys I am doing a nano zoanthids dominated tank 15gal for frags and I'm going the cheap route with this one. I'm wanting some dark blues to see the Zoas beauty, I am looking for the best inexpensive LEDs for it, I need your expertise and advice please?

I found this light but idk how good it will be for Zoas?

I really like my current marine orbit led. Little more money but lots of adjustability and easy to set up.

Not luck enough to have a par meter. But I can say I'm getting some really good growth out of my softies and LPS as well as a birds nest and monti. Tank is 28" depth. Lights a still very low in settings. Blues at 32 and whites at 15. Still slowly working them up. But for the very short time I have had them wouldn't look at anything else.

No PAR readings, but I made it to about 65% on the blue channel and 35% on the white and everything was very happy, If I went higher I started burning the tips of corals. I had 3 over my 120.
