Black encrusting algae

Hello, my tank is 8 months old and I’ve noticed a black encrust on my rocks. At first, I thought that it was Coraline, but it was black even under white light. Does anyone know what this is and is there any way to get rid of it. Maybe a blue tuxedo urchin???
Also, unrelated to the question, does anyone know a good fix for spaghetti worms? I have an infestation in my tank and they’re not harmful to the corals but I find that they are extremely ugly and would like to get rid of them. My tank is 16 gallons so wrasses are already out of the question. If anyone knows a good fix, please tell me. Thank you.

I have this growing in a small space in my refugium - it’s been around for a year or so but nothing in my display tank.
