The tank is actually 60l which is about 15-18 gallon. It’s a reef tank and there is a few choices of corals for them to host. I want to get a yasha-pistol shrimp pair and a pair of clownfish and maybe another fish. I was thinking of a pair of onyx perculas. Or a different morph but I have to look through them. Would those work in the tank?

I'd say you're good with just the clown pair plus yasha-pistol pair. I'm running a 43g and only have 4 fish, along with regular feeding, provide a significantly heavy bioload.

in a 15 gallon there is not a lot of space for territories.

A clown pair is likely to claim the entire tank as mine. Agree above, pair of false percs and one other peaceful fish. would add the peaceful fish first as some clowns are more aggressive than others. and will let the mild mannered fish claim a spot first.

I agree with the above statements. It can be done and the yasha's are awesome but I wouldn't add anymore fish after that.

Thanks. Would an occelaris or percula pair be better for the tank? If I don’t get any clowns would there be any fish that would be highly active and adds color? What if I get 1 clown and 1 other fish such as a Chromis?

I think the clown pair and yashi would be a fine fit. Clownfish rarely have territorial issues with bottom dwelling gobies, though if your clownfish pair start breeding that may change.

I’m a big fan of symbiotic relationships in the hobby and think that would be a pretty cool tank!

You'll enjoy the shrimp/goby symbiotic relationship. I'd skip the clown pair or maybe go with only one clown. Clowns are aggressive and will claim a good portion of the tank. They seem to get along with most fish, but they do guard their portion of the tank vigorously. Definitely add last if you go the clown route.
