No not usually. I have seen a ton of threads accidentally in the welcome forum and everyone just posts a welcome gif.

I’m not sure where you were trying to tell someone you were interested in an item, but it wouldn’t be here.
Also the forum has a few minimum requirements about age of account and minimum post count before you can participate in the sale forum. I am not sure if that only applies to selling items, or buying them also, but if you couldn’t post on someone’s sale thread that may be why.
