I accidentally left my ATO on during water change and my salinity is now low. Not dangerously low because I noticed fairly quickly, but 1.023. how do I raise the salinity without shocking my tank.

Use saltwater in your ato until you get it back up.

Just topoff evaporation with saltwater instead of RO. Nice slow raise.

I've done this before, just make sure your ato water has some salt in it and it will slowly raise your salinity back up!
