Yes, but 1 thing. It isn’t cyano. I had it, and cyano gets brushed off easily since it’s slimy. I tried to brush it, but it didn’t go off, and I’ve heard that cyano is stony and hard

Take a clear picture. If you can scrape it off with your nail easily it’s not and could be another form of algae. I’ve had coralline grow in a brand new system just depends on what your adding and supplementing.

If it doesn't brush off easily, it's probably corraline.

mine had that from new. does not grow don't

Most set ups have their plastic parts like wave makers on the outside portions of the tank so you are correct there is probably not direct lighting there but generally enough for coraline to grow.
my only plastic part is from my filter, i have a powerhead, but i need to buy an extension cord
