I thought the super glue gel dries immediately once it hits the water?

Use a 1/4 inch or bigger drop of gel. It skins over when it hits the water. Push onto target, twist and hold to set.

How long does it take to dry underwater?

The advantage of the sandwich method is that the glue sets pretty quickly & the epoxy will cure over time… hours to a day or two.
