Velvet? disease

Hi I'm dealing with an unexpected issue with my clownfish, which seems to have developed velvet disease. What's odd is that the fish went through a strict quarantine at the store before I bought it and I only noticed the characteristic "dusty" appearance almost three weeks after bringing it home. It's also my first and still the only fish in the nano tank.

The fish is behaving pretty normally, with no signs of distress, lethargy, or loss of appetite. BUT sometimes I notice the fish trying to scratch itself against objects in the tank. So could it be Brooklynella? And again, it’s very weird for me because the fish had no possible contact with anything that could have caused this disease.
