From what I know, they only eat microalgae. So most nuisance algae won't be touched by copepods. They are also microscopic even a billion of them won't help much as a CUC.
This statement is utter rubbish

The effect is indirect and second-order. Pods and live phyto combine to out-compete the uglies and create a nutrient lock that can then be consumed or skimmed/filtered out. It's not that they have to eat it; it's that they make what they (Uglies) need unavailable.

As to dealing with the "Smell issue, " if you are both foolish and brave, ozone will solve that.
